Commitments:

Otsego County Planning has received grant to bypass dam by installing culverts (Bond Act), but County must find means to provide local share.

NYSDEC fisheries will collect walleye in 2001 and analyze for mercury contamination.

• The Town of Richfield is hosting the EPF County Planning grant. The Town has recently gotten permission from the NYS Attorney General office to spend public money on private land (the dam is owned by the Lake Association, the land is private). Currently working on getting landowners consent. After this step, the town will contract with an engineer to design the dam.

• The Canadarago Lake Association has secured $40,000 of Aid to Localities from Senator Seward, to be spent on the Lake issues.

• DEC has approved another grant for dredging the Lake outlet, Town of Richfield is the lead agency. This will not be worked on until the new dam is constructed.

• A portion of this watershed (Cooperstown to Milford) is part of the LLC (locally led conservation) designated project area. (See appendix). The project would study and evaluate the extent of agricultural impacts.

NYSDEC fisheries will collect walleye in 2001 and analyze for mercury contamination.

• Former WRAPS initiative identified all of the area that wetlands and buffers could be constructed. Several of the wetlands identified will be constructed under Congressman Boehlert’s wetland initiative through the Army Corps. of Engineers. At least nine of these sites are under review for construction in 2003.

• Currently NYS Soil & Water Conservation Committee is investigating blanket funding to districts to do AEM. When the NRCS Farm Bill program, EQIP is available county wide, all participating land owner will have to participate in AEM to receive EQIP or State funding. Currently there is no funding to support district efforts in this watershed.

• Otsego County should install boat washing facilities to reduce risk of further introduction of exotic species Bond Act funds have been requested.

• Otsego Co. SWCD should purchase a hydroseeder for plantings to reduce roadbank erosion [Bond Act funds have been requested].

• Otsego Co. SWCD should restore and maintain riparian corridors using Conservation Reserve Program (CRP), American Forests’ Chesapeake ReLeaf and other funding sources.

• AEM statistics should be compiled into a GIS database

• Two boat washing facilities have been purchase by the village of Cooperstown. Cooperstown will be compensated for these with pre-approved EPF dollars. Otsego County WQCC is waiting for the allocation of these Dollars.

• Otsego County SWCD received notification of a successful RFP for Hydro-seeding Equipment. This equipment will be used county wide on municipal projects. SWCD is awaiting EPF contract in-order to move along with the Hydro-Seeding program.

• Otsego County Conservation Association (OCCA) has promised $150/ Ac. incentive bonus to those Otsego Lake Watershed resident participating in USDA CRP stream buffer program.

Commitment:

NYS & local governments have made protection of this lake a high priority.

Walleye will be stocked through at least 2002 by SUNY Oneonta Biological Field Station.

NYSDEC fisheries will collect walleye in 2001 and analyze for mercury contamination.

Otsego County will delineate and enforce 200 foot no-wake-zone (Buoys will be set in Spring 2001).

Lake Association will evaluate septic systems using a GIS-based survey; secure funds for follow-up engineering studies to remediate where appropriate [NFWF requested funding]

SUNY Oneonta Biological Field Station will continue to monitor lake fauna and water quality in order to: provide documentation as it relates to water quality issues; prioritize management activities; and evaluate the effectiveness of management activities.

The NYSDOH will contract with the NYSSWCC to fund AEM database.

• The SUNY BFS has raised walleye on the Alewife. A study performed by DEC and BFS found that the average length of walleye in Otsego Lake is 19”, and that Otsego Lake is comparable to the best walleye lakes in the state. In 1999 the BFS stocked the crop in Otsego Lake. As of 2002, a representative sample of the stocked walleye population have shown that the crop’s main diet still consists of the Alewife.

• BFS have found that the Otsego Lake is the clearest that it has been since 1995, and has the most available dissolved oxygen levels since 1988. These recent accomplishments are believed to due to the depletion of the Alewife population.

• A 200- foot no-wake buffer has been established by the placement of Buoys that WQCC purchased under a EPF grant. SUNY BFS maintains the buoys annually.

• The WQCC has an EPF proposal in to NYS DEC to fund further study of septic systems surrounding Otsego Lake and it’s tributaries. Currently Upper Susquehanna Coalition has secured funds from the Chesapeake Bay Program to purchase equipment (Pieziometer, spectrometers, etc.) for the SUNY Onetonta’s Biological Field Station to identify the phosphorous migration patterns from surrounding residential septic systems.

• USC assessed road ditches and road banks for erosion potential.

• The NYS Soil & Water Conservation Committee is working in partnership with the NYS Department of Health to integrate the AEM Tiered worksheets into GIS. Otsego County SWCD will be one of the pilot counties to test the new software on the Otsego Lake watershed farmers.

• SUNY BFS provided NYS DEC with information to evaluate Otsego Lake & it’s tributaries. This information was useful in combining the Tributary PWL.

• The SUNY BFS, Cornell University, DEC worked on a study to see if Walleye could be raised to deplete the population of Alewife in Otsego Lake. In 1999 the BFS stocked the crop in Otsego Lake.
